MACC Chronology

This is a brief chronology of the Ministerial Advisory Committee on Co-operation which was established in February 1984 by the Victorian Labor Government.

MACC was asked to advise the Victorian Government on appropriate policies and legislation for the co-operative movement.
The MACC Report, The Co-operative Way: Victoria's Third Sector, was completed in 1986.
There were 10 members of MACC with three from the co-operative movement and seven government representatives.
Given dominant government representation, It is not surprising that the terms of reference included assessing whether co-operatives and their development are consistent with government policy and in particular with government policy on:
- maintenance and creation of jobs
- assisting low income groups
- developing the rights of workers
- workplace democracy
- occupational health and safety
The recommendations of MACC were ignored and this is exempliefied in the following summary of major recommendations and the outcomes:
