Consumer Affairs Victoria has abdicated its responsibility to consult registered co-operatives and other stakeholders on a proposed Co-operatives National Law. The Consultation Regulatory Impact Statement released with the proposed Co-operatives National Law stated: "Each State and Territory will identify stakeholders in their jurisdiction who may be affected by the proposed Cooperatives National law and will ensure that these stakeholders have the opportunity to actively participate in consultation processes." Placing a notice on the Consumer Affairs Victoria web site on the 12 February 2010 - 14 days before the end of the consultation period - with a link to Fair Trading NSW hardly constitutes a rigorous and serious attempt to ensure stakeholders have the opportunity to actively participate in the consultation processes.
